A zero-downtime deploy that ran the same order build twice

A blue/green slot switch mid-build left the running flag in the old process's memory, so the new process said not complete, the browser posted again, and two builds raced on one operation. A heartbeat lease file, a saved refresh and resumable progress replace the in-memory flag.
